The Work

A role as a Third Secretary within the Department of Foreign Affairs includes responsibilities across a number of areas, particularly public policy. This includes preparation of analysis and research papers, preparing briefing material for Ministers and senior officials, liaison with Irish Embassies, Consulates and other diplomatic offices abroad as well as Government departments and organisations.

This role includes work abroad so there will be a requirement to serve for extended periods of time in a representative capacity in different countries. Successful candidates must therefore, have a high degree of adaptability, resilience and a commitment to work in foreign languages.

The day-to-day duties working in a mission abroad could range from organising high-level Irish Government visits, promoting trade, assisting Irish citisens in difficulties and managing mission budgets and development programmes. During this period, under the guidance of experienced colleagues, Third Secretaries will be involved in aspects of the work of a number of divisions (Political, EU, Overseas Development Aid, Foreign Earnings, and Anglo-Irish).

A Third Secretary can expect to divide their time between service in the Department in Dublin and in over 40 Irish missions abroad. Graduates are required with the skills to undertake the demanding and varying responsibilities of the position and also demonstrate that they have the potential to represent Ireland abroad and to progress to the most senior positions of the diplomatic service.     Candidates are expected to demonstrate a wide range of skills and qualities in the course of the selection process. In order to be effective in the role of a Third Secretary in the Department of Foreign Affairs, you will need to be:

Labour Market Updates - Civil Service - Third Secretary

This information has been derived from the Solas National Skills Bulletin (2023).

The changes in classification as a result of the introduction of the new Labour Force Survey in 2017 are partly responsible for the strong employment growth rate for this occupation, although employment also grew strongly between 2019 and 2020, and continued to grow in 2022. Those employed are primarily female (69%), working full-time (90%), and over half (55%) held third-level qualifications. With a higher than average share of persons employed aged 55 years and older (31% compared to 19% for all occupations), replacement demand is likely to result in opportunities opening up for these roles even if employment growth slows.

There was a significant number of vacancies advertised online for clerical officer roles across the civil service and Government administration roles. However, recent job hires for 2022 far exceeded employment growth indicating that job churn is a feature of this occupation. While job openings are set to continue, upskilling and reskilling may also be required for those already employed in these occupations in order to reach targets set out in the Civil Service Renewal Plan 2024 in areas such as in digital skills.
